SCAM ALERT:

It has come to our attention that scammers are creating and sending phony invoices to applicants in a Municipal or County name, demanding payment of substantial fees via wire transfer in order to have their planning board applications heard. These requests often state that all communications regarding same should be done through the email address provided, spoofing the  Municipal or County domain name.

Many of these scams are AI-generated and becoming more sophisticated. PLEASE NOTE THAT MERCER COUNTY DOES NOT REQUEST WIRE TRANSFERS FOR ANY PLANNING BOARD RELATED MATTERS AND DOES NOT ISSUE INVOICES FOR PLANNING BOARD APPLICATIONS. The New Jersey County Planning Act provides for the review and approval of many types of development applications by the County Planning Board.  All subdivision applications must also be submitted to the County for review and approval.  In addition, site plans which must be submitted to the County for review and approval. Site plans containing less than one quarter acre of impervious and do not have property bordering a county road or county drainage feature are exempt from formal county review.

Planning Department staff is responsible for reviewing all development proposals (i.e subdivision and site plan applications) to determine whether County roads/property and/or drainage facilities would be adversely affected.  Department staff, in collaboration with the County Engineer, provide recommendations to the Planning Board’s Land Development Committee for mitigating traffic and storm water impacts.  

Applicants of developments where the anticipated number of peak hour vehicle trips exceed 100 or developments that are expected to require significant modifications, such as widening, auxiliary lanes, or traffic signals, to a county road, county intersection or drainage structure are strongly encouraged to schedule a pre-application meeting with County staff at least 60 days in advance of submitting a formal application.  Please contact the Office of the County Engineer at (609) 989-6600 to schedule a pre-application meeting.  

Reviews are carried out for a fee, in accordance with County’s Land Development Standards which are adopted by the Board of County Commissioners and are based on and in accordance with the New Jersey County Enabling Act. This allows the County to assess developers for contributions for downstream drainage improvements and requires developers to install and bond for the required improvements to County Roads and Facilities. Our objective is to reduce hazards to the general public caused by unsafe traffic conditions and / or flooding. Public inquiries regarding application procedures and/or development activity may be directed to 609-989-6985 or to mzochowski@mercercounty.org .

At each regularly scheduled monthly County Planning Board meeting, the Land Development Committee hears and votes upon the land development applications deemed complete by the staff.
