Please be advised that the Mercer County Office of Housing and Community Development remains closed due to the novel coronavirus (COVID -19) public health crisis. This includes the Low Income Heating Assistance and USF programs.

The County will continue to receive applications during this time by regular mail, fax, or email. This includes new applications, re-certifications, cooling, and emergency oil requests. Emergency utility assistance (gas/electric) can also be requested by calling 211.

If you are seeking assistance for a pending electric or gas shutoff notice, through an Executive Order by the Governor, termination of service by all utility companies will be suspended during the period of COVID-19. Therefore, no utility customer in New Jersey is in jeopardy of termination of service. PSE&G and JCP&L have suspended all shutoffs in Mercer County during this crisis.

HOME Housing Production Program

The HOME Investment Partnership Program (HOME) under the HOME Investment Partnership Act was enacted as part of the Cranston-Gonzalez National Affordable Housing Act of 1990. This Act created a funding source available for affordable housing programs. The funds are distributed on a formula basis, and are geared toward low and very low-income households. The purpose of the HOME Program is to expand the supply of decent, safe, sanitary, and affordable housing, strengthen the abilities of state and local governments to provide housing. The HOME is administered by the Mercer County Housing and Community Development office, and has been in existence since 1992. The following County programs are funded by HOME:
